Beginning Jan. 1, 2026, the installation of underground telecommunications infrastructure subject to Minn. Stat. 326B.198, throughout Minnesota, must be performed by safety-qualified underground telecommunications installers.
During this construction season it would be the perfect time to start the process.
Completing the certification process your business would be able to bid future work as a “Safety-Qualified Underground Telecommunications Installer” for 2026.
Minnesota Safety Incorporated MSI-I04222025 is approved by Minnesota Department of Labor and Industry for the Safety-Qualified Underground Telecommunications Installer Certification Program.
We are working towards the 16-hour on-line classroom portion available in 2026.

The Safety-Qualified Underground Telecommunications Installer Certification Training consists of:
16 Hours Classroom Presentation
24 Hours of Observation
Both are Required to complete the 40-hour certification.
Being an approved training provider, we may grant full or partial retroactive credit for completion of classroom instruction training delivered prior to the commissioner's decision to approve a training program delivered up to two years prior to and before January 1, 2026.
An application must provide a copy of all written materials used for the training for which equivalent credit is sought, the specific subjects covered in the training, the name and qualifications of the training provider, a description of the delivery method for the training, and the date of the training.
A person granted retroactive credit must successfully complete the examination that Minnesota Safety Inc. training provider is approved to administer to be certified as a safety-qualified underground telecommunications installer.
16 Hours Classroom Presentation Required Topics:
• Locating 811 (1 hrs.)
• Underground Utilities (1 hrs.)
• Tracking (1.5 hrs.)
• Directional Drill Operation (1 hr.)
• Emergency Action Plan (1 hrs.)
• Health Hazards in Construction (2.5 hrs.)
• Personal Protective and Lifesaving Equipment (1.5 hrs.)
• Control of Hazardous Energy (lockout-tagout) (1 hrs.)
• Confined Space Entry (2 hrs.)
• Excavations (2 hrs.)
• Motor Vehicles, Mechanized Equipment, Signs, Signals and Barricades Traffic Control (1.5 hrs.)
An additional 24 Hours of Observation by Minnesota Safety Inc. would be required to complete the 40-hour certification.
Observations onsite could be scheduled while your work projects continue.
